I have communicated the substance of Canton
telegram of September 27th to Portuguese Minister who is
prepared to proceed to Macao on learning from Hie
Majesty's Consul General that there is reasonable
prospect of a modus vivendi being satisfactorily arranged
as suggested in the penultimate paragraph.

Previous to receipt of telegram from Canton
Portuguese Minister had consulted me with regard to the
instructions he had received from Lisbon to suggest
Chinese Government re-opening negotiations for the de-
limitation of Macao, Portuguese Minister and I had agreed
that in the present state of affairs here and of the
relations between Peking and Canton such suggestion would
be futile,
Reuter telegram announces that Portugal is to be
invited to Pacific Conference and as an expert on Macao
Portuguese Minister thinks he ought to go. This would
provide excuse for his visit to Macao on the way,
